Bush ‘bans’ torture

Its all well and good for Bush to ban torture techniques but the US is supposedly signed up to the UN treaty on POWs but that didn’t stop the US creating Guantanamo Bay and denying the occupants of Guantanamo Bay their day in court. So I fear this will be no more than empty rhetoric coming from the last days of a Bush presidency.
